With mObywatel, can I skip getting a plastic ID card altogether?

No. You can only activate an mDowód if you already hold a valid ID card, so it is an additional document rather than a replacement. Within Poland it is enough in most situations, but the plastic card remains necessary when crossing a border, when applying for a new ID card, and whenever your phone gives out.

An mDowód is a separate document, not a digital copy

Contrary to intuition, an mDowód is not a photo of your ID card in your phone. It is a separate identity document, with its own series, number and expiry date, operating under the act on the mObywatel application. Invalidating the plastic ID card does not automatically invalidate the mDowód, and the other way round.

Where an mDowód is enough

In typical domestic situations it is a full identity document: in offices, banks, clinics, at the post office when collecting registered mail, for age verification, at a notary and in a hotel. Public bodies are obliged to honour it.

Where the plastic card is still required

  • Crossing a border. An mDowód is not a travel document. For the Schengen area take your ID card; beyond it, your passport.
  • Applying for a new ID card. The clerk expects your current document or a passport.
  • Matters abroad. Foreign institutions have no obligation to honour a Polish mDowód.
  • Phone failure. A discharged, lost or stolen phone means no document. That is a practical limitation rather than a legal one, but on a trip it hurts just as much.

What this means for keeping documents in order

Since an mDowód and an ID card are two independent documents, they are also invalidated separately. After losing your phone it is worth invalidating the mDowód through the mObywatel helpline or gov.pl, exactly as you would flag the plastic document. The details of both, including series and numbers, are best kept somewhere reachable from a device other than the one that has just disappeared.
